HEC to Launch Blockchain-Based Digital Degree Attestation System

The Higher Education Commission (HEC) is preparing to introduce a blockchain-powered digital system that will allow students and graduates to verify their degrees online without visiting offices or submitting physical paperwork, according to officials.

The new platform is expected to streamline the attestation process by enabling applicants to submit requests, track progress and access verified academic credentials digitally. Authorities say the initiative is aimed at reducing delays and improving accessibility, particularly for those living outside major cities or working abroad.

To develop the system, the HEC has signed an agreement with CMPak and its joint venture partner Wibbow Technologies. Officials said the platform is being designed as part of a wider digital transformation drive within the higher education sector and is scheduled to become operational by 30 June 2026.

Under the plan, the system will initially be linked with 25 universities as well as the Attestation Directorate of the Foreign Office to facilitate verification and international credential use.

The move follows concerns raised earlier this year by the National Assembly Standing Committee on Government Assurances, which urged the HEC to reduce the time required for degree attestation. The committee had described the existing process as cumbersome and financially burdensome for students.

During a review of assurances made by the education ministry, lawmakers stressed the need to significantly shorten the turnaround time between application submission and completion of attestation.

Responding to these concerns, the HEC chairman informed the committee that a secure blockchain-based system was being developed to address inefficiencies in the current process and improve transparency. The committee has also requested a joint briefing from the HEC and the Foreign Office on the planned reforms.
