HEC Launches Fully Digital Degree Attestation System Across Pakistan

Higher Education Commission Chairman Niaz Ahmad Akhtar on Monday announced a major overhaul of the Degree Attestation System (DAS), introducing a completely online and paperless mechanism aimed at simplifying document verification for students and graduates nationwide.

In a statement shared on X, the HEC chairman said applicants would no longer need to visit HEC offices physically or submit original educational documents, as the entire attestation process has now been digitised to improve accessibility, transparency and efficiency.

Under the newly introduced “e-Attestation Certificate System”, applicants will be able to complete all stages of degree verification online, including submission, scrutiny, payment and certificate issuance. The system is designed to provide a secure and user-friendly experience while enabling institutions to verify attested credentials electronically.

According to HEC, the upgraded online Degree Attestation System officially became operational from May 11. Applications can now be submitted around the clock through HEC e-Services Portal.

Applicants are required to create an online account, enter their personal and academic information, and upload transcripts and other relevant documents for verification by both HEC and the concerned universities.

The commission said payments would be processed digitally through the 1-Link payment system, after which an electronic attestation certificate would be issued following final approval. Users will receive updates through SMS and email notifications and will also be able to download the verifiable e-certificate directly from their portal accounts.

The development is part of HEC’s broader push toward digital transformation in higher education services. Earlier this year, the commission also revealed plans to introduce a blockchain-enabled attestation platform aimed at enhancing security and reducing processing delays.

For that initiative, HEC signed an agreement with CMPak and Wibbow Technologies to develop a fully digital verification infrastructure, particularly intended to facilitate overseas Pakistanis and applicants living in remote areas who previously faced difficulties accessing attestation services.
