Punjab Unemployment Rises to 7.3% as Job Creation Fails to Keep Pace

Unemployment in Punjab has increased to 7.3%, reflecting a gradual rise over the past four years as job creation struggles to keep pace with a growing workforce, according to official statistics.

Data shows that the province’s unemployment rate stood at 6.7% in the fiscal year 2020–21, but has steadily climbed to 7.3% in FY 2024–25, highlighting mounting pressure on the labour market.

Officials say that while the number of people entering the workforce has expanded significantly in recent years, the availability of employment opportunities has not grown at the same pace.

The widening gap between labour supply and job creation has raised concerns among policymakers and economists, who warn that the trend could place additional strain on the provincial economy if not addressed through targeted reforms.

Authorities noted that the labour force in Punjab Pakistan’s most populous province continues to increase due to population growth and a rising number of young people entering the job market each year.

However, the pace of job generation across key sectors has remained relatively slow, leaving many new entrants struggling to secure employment.

Government response

In response to the growing employment challenge, the Government of Punjab has reportedly established a special cell focused on improving employment opportunities across the province.

Sources familiar with the initiative say the body will bring together leading economists, labour market specialists and policy experts to develop strategies aimed at boosting job creation.

The group is expected to examine various sectors of the economy and propose policies that could help stimulate employment growth.

Officials say the initiative will focus on identifying areas with high potential for job generation, including small and medium-sized enterprises, industrial development and emerging technology sectors.

Growing pressure on labour market

Economic observers note that Punjab’s labour market is facing increasing pressure due to demographic trends.

A large youth population entering the workforce every year has created a demand for new jobs that existing economic growth has struggled to meet.

Experts say that without sustained economic expansion and targeted employment policies, unemployment levels could continue to rise in the coming years.

They emphasise the need for investments in industries that have the capacity to absorb large numbers of workers, such as manufacturing, agriculture-related businesses and the services sector.

Policy measures under consideration

Officials say the provincial government is expected to introduce a range of policy measures aimed at narrowing the employment gap.

These may include initiatives to support entrepreneurship, improve vocational training programmes and encourage private sector investment in labour-intensive industries.

Economic analysts also stress the importance of aligning education and skills development programmes with market demands so that graduates possess the skills required by employers.

Strengthening technical and vocational training could help equip young workers with practical skills, increasing their chances of finding employment.

Outlook

While the creation of the new employment-focused cell is seen as a positive step, analysts say meaningful improvements will depend on how quickly and effectively policy recommendations are implemented.

If successful, the initiative could help generate new employment opportunities and stabilise labour market conditions in the province.

For now, however, the rising unemployment rate underscores the growing challenge faced by policymakers in ensuring that economic growth translates into sufficient job opportunities for Punjab’s expanding workforce.
