Pakistan Railways launches major digital overhaul with fibre optic network and smart tracking systems

Pakistan Railways is moving ahead with an extensive technology-driven modernisation programme that officials say could reshape railway operations through digital infrastructure, smart monitoring systems and upgraded freight management across the country.

The initiative, known as the Railway Advance Infrastructure Network (RAIN), is being described by officials as the first major revenue-oriented digitisation project in the history of Pakistan Railways. The programme aims to create an integrated digital ecosystem capable of supporting modern railway operations, passenger services and freight logistics.

According to official project documents, the centrepiece of the plan is the development of a 1,700-kilometre fibre optic backbone intended to support railway communications, operational monitoring and future digital services.

Roughly 700 kilometres of the fibre network will be constructed using railway-owned infrastructure, while another 1,000 kilometres will be developed in partnership with the Frontier Works Organization under a strategic collaboration arrangement.

Officials said the programme would also rely on public-private partnership models for bandwidth transmission and related telecommunications infrastructure, opening the door for additional private sector investment in railway connectivity systems.

The project marks part of a broader effort by the government to modernise Pakistan’s ageing railway network, which has struggled for years with outdated infrastructure, operational inefficiencies and financial losses.

One of the most significant elements of the initiative is the planned digitisation of freight operations. Pakistan Railways intends to introduce its first fully digital manifest system, covering records and operational data accumulated over nearly eight decades of railway activity.

Officials believe the system will improve freight documentation, cargo tracking and operational transparency while reducing delays caused by manual processing and outdated record-keeping methods.

The digitisation of freight services is expected to strengthen Pakistan Railways’ ability to compete with road-based cargo transport, which currently dominates much of the country’s logistics sector.

The modernisation plan also includes the deployment of GPS-based tracking systems for locomotives and rolling stock, allowing railway authorities to monitor train movements and operational performance in real time.

Transport analysts say such systems could help improve safety, scheduling accuracy and fleet management, while also reducing operational inefficiencies caused by delays and limited monitoring capabilities.

Pakistan Railways has increasingly focused on technological upgrades in recent years as part of wider reforms aimed at improving revenue generation and restoring public confidence in rail transport.

The digital transformation initiative is also expected to support future passenger-focused improvements, including smarter ticketing systems, real-time train information services and more efficient station operations.

Railway officials believe stronger digital infrastructure could eventually enable integration with broader national connectivity projects and logistics corridors linked to the China-Pakistan Economic Corridor.

Pakistan Railways remains one of the country’s most important transport institutions, carrying millions of passengers annually while also serving as a strategic freight network connecting ports, industrial centres and remote regions.

However, decades of underinvestment, ageing infrastructure and administrative challenges have limited the system’s efficiency and competitiveness. Authorities hope the RAIN initiative will help modernise railway operations and create new revenue opportunities through technology-driven services and infrastructure partnerships.

Industry observers say successful implementation of the project could represent one of the most significant digital upgrades undertaken by Pakistan Railways in recent decades, potentially laying the groundwork for smarter and more integrated transport systems nationwide.
