CDA Warns Roshan Pakistan Housing Society Over Unauthorized Construction in E-16 Zone 2

The Capital Development Authority (CDA) has issued a formal warning to the Roshan Pakistan Housing Society regarding unauthorized construction in its E-16 Zone 2 development, cautioning that any violations could lead to demolition if regulatory standards are not fully met.

The civic body clarified that the society’s cancelled No-Objection Certificate (NOC) and layout plan could only be reinstated once all legal and procedural requirements are completed. These include verification of land ownership records, public notices for objections, submission of necessary undertakings, and payment of scrutiny fees along with a restoration charge of Rs 2,000 per kanal.

The CDA emphasized that construction contrary to approved plans or regulations is illegal and will not be legally protected, citing rulings from the Islamabad High Court and the Supreme Court of Pakistan that reaffirm its authority over development approvals and enforcement within the capital.

The society has been given seven days to submit all required documentation; failure to comply will result in rejection of its restoration request.

Enforcement duties also involve local authorities, including the Chief Commissioner, Deputy Commissioner, police, and magistrates. Additionally, the CDA instructed that all funds collected from plot buyers must be deposited within three months, and no construction should continue without prior approval.

The notice warned that any modification of public areas, such as parks, mosques, schools, or playgrounds, could lead to cancellation of the layout plan and potential seizure of assets and bank accounts.

For future development, plot allotments must strictly adhere to approved layouts, and housing societies must submit undertakings preventing deviations or land-use changes. All enforcement actions will be conducted under Section 49-C of the CDA Ordinance 1960 and relevant zoning regulations.
